The Queanbeyan-Palerang Regional Council, with funding from Roads and Maritime Services / Transport for NSW, engaged AT&L to design Stage 2 of Old Cooma Road Upgrade in two sections, totalling 4.5 km of road.

The project involved the duplication of a rural two-lane, two-way road to a four-lane divided carriageway road, with channelised intersections and extensive earthworks. It also involved major cross drainage culverts, longitudinal swales, utility relocations and full pavement re-construction. In addition, AT&L prepared a full suite of customised Roads and Maritime Services road specifications and tender schedules.
